Mr. Agency

X is a sculpture by American artist Jim Sanborn. The main sculpture is made of red and green slate, white quartz, petrified wood, lodestone, and copper. It was dedicated to Y on November 3, 1990 whose primary function is to collect information about foreign governments, corporations, and individuals, and to advise public policymakers. There has been much speculation about the meaning of the encrypted messages X bears. One remaining section of X is considered one of the most famous unsolved codes in the world, though there is an active "Yahoo! Group" that coordinates the work of over 2000 members towards the decryption of the code. Identify X and Y.
